Abstract

Purpose

This paper investigates the policy changes made towards infrastructure public–private partnerships (PPPs). The purpose of this study is to empirically identify the policy risks associated with the development of PPPs and to assess their impacts on the projects.

Design/methodology/approach

A case study of the policy changes that have been implemented for PPPs in China over the past seven years has been undertaken and is presented in this study. The causal loop diagrams are applied to assess and illustrate the potential impacts of the risks as a result of such changes on PPPs.

Findings

A sequence of the policy risks, which relate to PPP risk allocation, contract management and implementation, payment and abatement mechanisms and financing, has been identified. It is also found that the identified risks will generate significant but negative impacts on PPPs, leading to an ineffective project delivery, low revenue, poor service quality and even contract breach.

Practical implications

This research provides the private-sector entities that will embark on PPPs with an insight into managing and controlling policy risks over the project's lifecycle.

Originality/value

PPPs have been critical for infrastructure development worldwide. Nevertheless, they have been a controversy, as many of them were subjected to poor outputs. Consequently, a variety of political mechanisms has been implemented to enhance the governance for PPPs. Policy can bring not only benefits but also risks and, however, policy risks of PPPs with a particular assessment for their potential impacts have received limited attention. Therefore, the study presented in this paper will contribute to the identification and assessment of policy risks within the context of PPPs.

Abstract

Purpose

The unprecedented SARS-CoV-2 (COVID-19) pandemic has further constrained the budgets of governments worldwide for delivering their much-needed infrastructure. Consequently, public-private partnerships (PPPs), with the private sector's investment and ingenuity, would appear to be an increasingly popular alternative. Value for money (VfM) has become the major criterion for evaluating PPPs against the traditional public sector procurement and, however, is plagued with controversy. Hence, it is important that governments compare and contrast their practice with similar and disparate bodies to engender best practice. This paper, therefore, aims to understand governments' assessment context and provide a cross-continental comparison of their VfM assessment.

Design/methodology/approach

Faced with different domestic contexts (e.g. aging infrastructure, population growth, and competing demands on finance), governments tend to place different emphases when undertaking the VfM assessment. In line with the theory of boundary spanning, a cross-continental comparison is conducted between three of the most noticeable PPP markets (i.e. the United Kingdom, Australia and China) about their VfM assessment. The institutional level is interpreted by a social, economic and political framework, and the methodological level is elucidated through a qualitative and quantitative VfM assessment.

Findings

There are individual institutional characteristics that have shaped the way each country assesses VfM. For the methodological level, we identify that: (1) these global markets use a public sector comparator as the benchmark in VfM assessment; (2) ambiguous qualitative assessment is conducted only against PPPs to strengthen their policy development; (3) Australia's priority is in service provision whereas that of the UK and China is project finance and production; and (4) all markets are seeking an amelioration of existing controversial VfM assessments so that purported VfM relates to project lifecycles. As such, an option framework is proposed to make headway towards a sensible selection of infrastructure procurement approaches in the post COVID-19 era.

Originality/value

This study addresses a current void of enhancing the decision-making process for using PPPs within today's changing environment and then opens up an avenue for future empirical research to examine the option framework and ensuing VfM decisions. Practically, it presents a holistic VfM landscape for public sector procurers that aim to engage with PPPs for their infrastructure interventions.

The successful and commercial use of self-driving/driverless/unmanned/automated car will make human life easier. The paper aims to discuss this issue.

Design/methodology/approach

This paper reviews the key technology of a self-driving car. In this paper, the four key technologies in self-driving car, namely, car navigation system, path planning, environment perception and car control, are addressed and surveyed. The main research institutions and groups in different countries are summarized. Finally, the debates of self-driving car are discussed and the development trend of self-driving car is predicted.

Findings

This paper analyzes the key technology of self-driving car and illuminates the state-of-art of the self-driving car.

Originality/value

The main research contents and key technology have been introduced. The research progress as well as the research institution has been summarized.

Abstract

Purpose

The purpose of this paper is to extend the existing literature on entrepreneurial intentions (EIs) by employing the integrated model of personality traits and the theory of planned behavior (TPB). It further examines the mediating role of TPB’s dimensions between personality traits and EIs of final-year university students in two diverse economies: China and Pakistan.

Design/methodology/approach

The paper uses a survey method for data collection, administered both in electronic and paper form. The authors use structural equation modeling and the partial least square (PLS) method on a sample of 1,016 students and present PLS path modeling, mediation analysis and multigroup analysis.

Findings

Results reveal several differences regarding personality traits and TPB on EIs across the two countries. The impact of TPB was positive and significant in both countries; however, TPB demonstrated more explaining power in China’s student sample. Using three personality traits (risk-taking propensity, proactive personality and internal locus of control) as antecedents to TPB, the results reveal a stronger influence of personality traits among Chinese students. The mediation of three dimensions of TPB also revealed differences between country samples.

Originality/value

This is the first study of its kind to compare and contrast the differences between EIs in terms of personality and the determinants of planned behavior among university students in two diverse economies. The integrated model is original, supports both TPB and personality factors and provides a valuable perspective through its findings on two culturally diverse Asian countries. By applying the model in two different cultures, this study distinguishes the results for the two economies from those conducted in other economies.

Abstract

Purpose

Ignition process is a critical issue in combustion systems. It is particularly important for reliability and safety prospects of aero-engine. This paper aims to numerically investigate the burner-to-burner propagation during ignition process in a full annular multiple-injector combustor and then validate it by comparing with experimental results.

Design/methodology/approach

The annular multiple-injector experimental setup features 16 swirling injectors and two quartz tubes providing optical accesses to high-speed imaging of flames. A Reynolds averaged Navier–Stokes model, adaptive mesh refinement (AMR) and complete San Diego chemistry are used to predict the ignition process.

Findings

The ignition process shows an overall agreement with experiment. The integrated heat release rate of simulation and the integrated light intensity of experiment is also within reasonable agreement. The flow structure and flame propagation dynamics are carefully analyzed. It is found that the flame fronts propagate symmetrically at an early stage and asymmetrically near merging stage. The flame speed slows down before flame merging. Overall, the numerical results show that the present numerical model can reliably predict the flame propagation during the ignition process.

Originality/value

The dedicated AMR method together with detailed chemistry is used for predicting the unsteady ignition procedure in a laboratory-scale annular combustor for the first time. The validation shows satisfying agreements with the experimental investigations. Some details of flow structures are revealed to explain the characteristics of unsteady flame propagations.

Purpose

The purpose of this paper is to study the transition process from the crystalline particles appearing before the pump inlet to the stable operation of the pump.

Design/methodology/approach

Firstly, a modeling test method was put forward for the high-temperature molten salt pump. Then, according to a modeling test scheme, the experiment of the solid–liquid two-phase flow was carried out by using a model pump similar to the prototype pump. Meanwhile, the numerical method to simulate the transition process of a molten salt pump was studied, and the correctness of the numerical model was verified by the experimental results. Finally, the transition process of the molten salt pump was studied by the verified numerical model in detail.

Findings

In the simulation of the transition process, it is more accurate to judge the end of the transition process based on the unchanged particle volume fraction (PVF) at the pump outlet than on the periodic fluctuation of the outlet pressure. The outlet pressure is closely related to the PVF in the pump. The variation of the outlet pressure is slightly prior to that of the PVF at the pump outlet and mainly affected by the PVF in the impeller and volute. After 0.63 s, the PVF at each monitoring point changes periodically, and the time-averaged value does not change with time.

Practical implications

This study is of great significance to further improve the design method of molten salt pump and predict the abrasion characteristic of the pump due to interactions with solid particles.

Originality/value

A numerical method is established to simulate the transition process of a molten salt pump, and a method is proposed to verify the numerical model of two-phase flow by modeling test.

Abstract

Purpose

To address the problem that the current train operation mode that train selects one of several offline pre-generated control schemes before the departure and operates following the scheme after the departure, energy-saving performance of the whole metro system cannot be guaranteed.

Design/methodology/approach

A cooperative train control framework is formulated to regulate a novel train operation mode. The classic train four-phase control strategy is improved for generating specific energy-efficient control schemes for each train. An improved brute force (BF) algorithm with a two-layer searching idea is designed to solve the optimisation model of energy-efficient train control schemes.

Findings

Case studies on the actual metro line in Guangzhou, China verify the effectiveness of the proposed train control methods compared with four-phase control strategy under different kinds of train operation scenarios and calculation parameters. The verification on the computation efficiency as well as accuracy of the proposed algorithm indicates that it meets the requirement of online optimisation.

Originality/value

Most existing studies optimised energy-efficient train timetable or train control strategies through an offline process, which has a defect in coping with the disturbance or delays effectively and promptly during real-time train operation. This paper studies an online optimisation of cooperative train control based on the rolling optimisation idea, where energy-efficient train operation can be realised once train running time is determined, thus mitigating the impact of unpredictable operation situations on the energy-saving performance of trains.

Abstract

Purpose

Based on conservation of resources theory, this study explored the relationship between multitasking and creative work involvement through the mediation of emotional exhaustion, taking regulatory focus as a first-stage moderator.

Design/methodology/approach

Based on a three-wave and two-source survey among a sample of 418 employees and 116 leaders, this study conducted multilevel analyses to examine the conceptual model.

Findings

The results showed that multitasking was negatively associated with creative work involvement and that emotional exhaustion mediated the relationship between multitasking and creative work involvement. Furthermore, promotion focus and prevention focus moderated the relationship between multitasking and emotional exhaustion and the indirect relationship between multitasking and creative work involvement via emotional exhaustion.

Practical implications

Organizations can promote creative work involvement through interventions that reduce employees' multitasking or emotional exhaustion. In addition, supervisors should be aware of the different responses to multitasking exhibited by employees with different regulatory focuses and could potentially assign multiple tasks to employees with either a high promotion focus or a low prevention focus.

Originality/value

This study contributes to the literature on multitasking and creative work involvement by exploring whether and how multitasking is related to creative work involvement.

Abstract

Purpose

Drawing on the social cognition theory, the purpose of this research is to explore how selected individual and organizational determinants, namely individual academic output (AO) and previous commercialization experience, organizational scientific reputation and entrepreneurial support policies (ESPs) influence their broadly-defined academic entrepreneurial intentions, involving spin-off intention (SOI), patenting and licensing intention (PLI), contract research and consulting intention (CCI) through theory of planned behaviour (TPB) modelling.

Design/methodology/approach

The current research constructs the framework by combining reciprocal determinism in the social cognition theory with TPB. To testify the hypotheses, partial least squares structural equational modelling (PLS–SEM) technique with 272 observations from Chinese universities was utilized.

Findings

The findings show that academic-related determinants, namely individual AO and organizational reputation (OR), are more likely to influence academic scientists' SOI through TPB modelling, while entrepreneurial-related determinants in terms of individual previous commercialization experience (PCE) and ESPs in higher education organizations are more influential for promoting behavioural intention to all kinds of academic entrepreneurship activities through TPB modelling. The more formal academic entrepreneurship involvement (engaging in creating spin-offs) is better explained through TPB modelling, especially the continuous mediating effects of subjective norms and entrepreneurial attitude and perceived behavioural control are more effective on spin-off activities. In addition, subjective norms are more influential in mediating relationships between individual or organizational antecedents and academic entrepreneurial intentions in the Chinese context.

Originality/value

Combining the social cognition theory and TPB, this study first investigated how individual intentions to engage in broadly-defined academic entrepreneurial activities are promoted through TPB modelling. The results, relating to the divergence of different determinants shaping different academic entrepreneurial intentions through various paths in TPB modelling, will provide insight into university managers and policymakers to improve academic entrepreneurship engagement in the Chinese context.

Abstract

Purpose

The aim of this study is to explore the mediating role of executive competency in entrepreneurial-orientated corporations between entrepreneurial orientation and corporate performance.

Design/methodology/approach

The authors conducted a survey of entrepreneurial-oriented enterprises mainly located in Beijing, Shanghai, Hangzhou, Shenyang, Dalian, Anshan, Chengdu, Guiyang, Wuhan, Taiyuan, Xi’an, Guangzhou, Shenzhen and so on, areas which cover North China, northeast of China, Yangtze River Delta and Pearl River Delta, and are largely representative of the population as a whole. A total of 300 questionnaires were issued with 276 returns, a response rate of 92 per cent; 248 of these were valid.

Findings

First, executive competency in entrepreneurial-oriented corporations has four dimensions. These are profession features, concept features, interpersonal features and individual internal drive features; 15 competency elements are included in the above dimensions. Second, entrepreneurial orientation does improve corporate performance, and the positive influence is mainly through two dimensions, which are innovation and antecedence. Third, executive competency has a positive influence on corporate performance, thus confirming the effectiveness of executive competency as a dependent variable. Finally, executive competency has a partial mediating influence on the relationship between entrepreneurial orientation and corporate performance, with a full mediating influence on innovation and corporate performance, and a partial mediating influence on antecedence and corporate performance.

Originality/value

The conclusions have important implications. Theoretically, the executive competency model, which fits entrepreneurial orientation, is constructed, and the relationship between entrepreneurial orientation and corporate performance is enriched and extended to include executive competency, which provides a theoretical foundation and empirical support for understanding and explaining entrepreneurial strategy in Chinese corporations. In terms of practical implications, this study helps entrepreneurial-orientated corporations to develop a proper human resources management system to recruit, evaluate, train and develop executives, resulting in continuous performance improvement.
